
Old Town Master Plan |
The vision for Old Town is to become a small town within the heart of a growing City. The Old Town area covers approximately a mile and a half in every direction from the center of downtown and includes neighborhoods, former mill complexes and corridors which lead to the center of the City.
In 2001 the City of Rock Hill in conjunction with six other partners came together to begin the creation of the Old Town Renaissance Master Plan. Winthrop University, York Technical College, Rock Hill School District, York County, York County Regional Chamber of Commerce, and the Rock Hill Economic Development Corporation began planning what the future of our urban core would become. This planning process, led by the International Economic Development Council, developed six strategies to guide the future of Old Town. The six strategies include: Downtown, College Town, Hometown (neighborhoods), Trolley Town (transportation), Textile Town (former textile mills), and Technology Town.

On June 23, 2008 Rock Hill City Council approved 8 core strategies for marketing the Old Town area.

On September 22, 2008 the Rock Hill Economic Development Corporation Marketing Committee issued a Request for Proposal seeking qualified firms to assist with strengthening the Old Town identity and messaging. With the equity that has been built in the seven years that the Old Town name and logo have been in use, RHEDC has chosen to continue the use of the name and logo. However, RHEDC recognizes the lack of continuity in terminology has created confusion. Additionally, Old Town does not have a clearly defined meaning or perception.

Downtown Master Plan

In 2001 the Downtown Master Plan was completed and included six strategy areas for the downtown improvement; Retail/Restaurants; Residential; Employment; Urban Character; Gathering Places; and, Accessibility. Included in this plan was the call for the formation of a Board that could oversee the implementation of the Downtown Master Plan.
In January 2002 the Main Streets of Old Town Board of Directors was formed with the primary goal of overseeing and implementing the goals and strategies outlined in the Downtown Master Plan and to enhance downtown Rock Hill in the areas of Promotion; Design; Economic Development.
The Board of Directors consists of seventeen members representing varying interests that all impact Downtown Rock Hill.
The Board draws from the resources of the Rock Hill Economic Development Corporation and the City of Rock Hill. All sub-committees, including the initial committees of Promotion, Design, and Economic Restructuring, include members of the Main Streets of Old Town Association and are open to representatives from the community at large.
