Development Zones |
For purposes of discussion about development opportunities, the City of Rock Hil has divided the Textile Corridor into Development Zones, each with its own characteristics. The Textile Corridor Master Plan (TCMP) identifies possible uses within the outlined areas. |

Development Zone A: The Gateway
This zone constitutes the critical Gateway into the Textile Corridor with its direct connection to Downtown Rock Hill. The newly redeveloped Rock Hill Cotton Factory is the keystone project providing an anchor not just to the zone, but to the entire corridor. The TCMP suggests commercial uses, including restaurant and retail, for this zone as well as potential civic uses such as an entertainment facility or a library.

Development Zone B: Peachtree Springs
This zone currently consists of a mix of residential, commercial and industrial uses. The Textile Corridor Master Plan suggests redevelopment of this area with residential and commercial uses.

Development Zone C: The Bleachery
This zone consists of the site of the former Rock Hill Printing and Finishing Company, now owned by ELA Corporation. This property represents the largest single-owner parcel in the Textile Corridor. The TCMP suggests mixed-use redevelopment for this site, including residential, restaurant, commercial, and open space uses.

Development Zone D: Mill Villas
This zone consists primarily of former mill village housing. The TCMP identifies continuing residential uses for this area.

Development Zone E: Winthrop Expansion
Much of this zone consists of a large portion of the former American Legion property along Cherry Road, now under ownership of Winthrop University, and the current City of Rock Hill Operations Center. The City plans to move the Operations Center to another location when Winthrop is ready to move forward with the expansion. The expansion may include additional dormitories, classroom buildings, and related development. Existing development in this zone includes the Courtyard at Winthrop, a university student residential facility, and University Place Apartments, a private development.
