The City of Rock Hill and the Rock Hill Economic Development Corporation have launched an exciting effort to draw retail and restaurant development to the downtown area. In-depth research indicates to the downtown market is strong, providing a solid environment for restaurants and retail operations. Based on successful similar program models, the City and Rock Hill Economic Development Corporation have developed a program that combines new financial incentives with affordable, available storefront properties to boost the downtown business environment, providing additional options for shopping and dining.
There are a number of affordable spaces available for lease in downtown Rock Hill. While annual lease rates in many other retail locations in and around Rock Hill run more than $20.00 per square foot, downtown retail space is available for about half that cost.
The DowntownNow Program includes a variety of incentives designed to fit the needs of retailers and restaurateurs. Two incentives are ongoing, while two other incentives are offered for a limited time only. The incentives include:

Rent Subsidy or Upfit Assistance: Eligible businesses may qualify for first-year subsidies to assist with rent expenses or the cost of upfitting a space for retail or restaurant use.

Business License Fee Economic Development Incentive: Over a three-year period, all or a portion of City of Rock Hill Business License Fees may be returned to new retail and restaurant businesses.
